Public Health Delivery Systems: Building Trust through Hope

The Covid-19 pandemic has taught us that even the most thoughtfully designed, evidence-based primary healthcare delivery systems are dependent upon the ability of local health systems to build trust among their community members that facilitates early and ongoing engagement in care and adoption of health recommendations. Hope- characterized by interconnectedness, readiness for change, and future-oriented mindset- plays a critical role in effective primary care delivery by facilitating strong relationships between frontline health workers that motivate frontline health workers to provide high quality care in a way that inspires trust and engagement of community members. Join us to learn how TIP Global Health is building hope-inspired local health systems in Rwanda and the United States that are ensuring the optimal effectiveness of public health delivery chains.

Dr. Wendy Leonard (MD)

Executive Director, TIP Global Health and Physician, Santa Cruz County Health Services

Dr. Leonard founded TIP Global Health in 2008 as a means of inspiring local health system innovation within existing national health systems to ensure lasting improvements in health outcomes. has become a global leader in the creation of products and processes that support the resilience of frontline healthcare workers while building healthy communities.  A unique point-of-care software solution, called E-Heza, was co-created by TIP Global Health alongside frontline healthcare workers to ease workloads and strengthen clinician-patient relationships while streamlining data reporting to national governments. Dr. Leonard brings over twenty years of clinical and health leadership experience to TIP Global Health, having served as both the Director of HIV Quality Management and as Tuberculosis Controller for the County of Santa Cruz, California. She utilizes her extensive experience as an end-user of electronic medical record systems and as a member of the Infectious Disease Review Committee for Epic software use in the largest network of public health facilities across the United States to support E-Heza’s design and strategic direction. Dr. Leonard has served as an informal advisor to the World Health Organization’s (WHO’s) Health Workforce Department and the WHO’s new Digital Health Strategy.

Dr. Richard Dasher

Director, US-ATMC (Moderator)

Dr. Richard Dasher has directed the US-Asia Technology Management Center since 1994 and is Adjunct Professor of East Asia Languages and Cultures at Stanford University. From 1998 – 2017, he served concurrently as Executive Director of the Center for Integrated Systems (now Stanford System X Alliance) and held Consulting Professor appointments in the Department of Electrical Engineering.  In 2004, Dr. Dasher became the first non-Japanese person to join the governance of a Japanese national university, serving on the Board of Directors and then on the Management Council of Tohoku University until 2011. Other service (selected) includes the Program Committee of the World Premier International Research Center Initiative (WPI) of MEXT since its founding in 2007, and advisory roles with research institutes, accelerators, and nonprofits in Asia, Canada, and the U.S.
